Japan is set to increase the financial and employment requirements for its business manager visa—a visa created to attract foreign entrepreneurs. The current capital requirement of ¥5 million (about $34,000) will rise to ¥30 million (around $203,000), and applicants must hire at least one full-time employee.

The move follows concerns that the visa’s relatively easy requirements have led to misuse, with some holders simply running short-term rental businesses without creating meaningful economic impact. Justice Minister Keisuke Suzuki confirmed the government is re-evaluating the visa system and comparing it with stricter models in countries like South Korea and the U.S.

The Immigration Services Agency aims to roll out these new requirements before the end of the year, following consultation with experts. Exceptions will exist for startup visa holders and graduates of top universities using Japan’s special future creation visa routes.

Though over 41,000 people now hold the visa—more than double the number in 2015—recent reports of fake companies and fraudulent applications have prompted calls from lawmakers to make the system more robust.

While Chinese nationals make up around half of the #visa holders, their numbers have stayed relatively stable. The upcoming changes aim to ensure only serious investors and skilled entrepreneurs benefit from Japan’s visa programme.
